COMPANY OVERVIEW The Lakewood Ranch Inter-District Authority (IDA) serves as a vital administrative body for the five Lakewood Ranch Community Development Districts (CDDs), and the Village Homeowners' Associations of Country Club/Edgewater, Summerfield/Riverwalk, and Greenbrook, providing essential administrative, financial, operational, and maintenance services. ACCOUNTANT III JOB SUMMARY Under administrative direction, is responsible for assisting the CFO in directing the fiscal functions of the Homeowners Associations, and assisting as needed, for Inter-District Authority and the Community Development Districts, in accordance with accounting standards generally accepted in the United States of America and compliant with GASB, FASB, GAAP, Government Auditing Standards, other regulatory and advisory organizations, as they may apply, and in accordance with appropriate financial management techniques and practices. The employee also collaborates with and coordinates the work of other professional accounting staff, as well as clerical personnel involved in the overall operations of the Finance Department. ACCOUNTANT III MINIMUM QUALIFICATIONS B.A./B.S. degree in accounting or a related field from an accredited college or university. Certified Public Accountant (CPA) certification preferred. Minimum three (3) to five (5) years of related experience. Equivalent combinations of education and experience may be considered. Must be punctual; regular attendance is required. Must maintain a valid Florida driver’s license. Successful completion of a background check. ACCOUNTANT III KNOWLEDGE/SKILLS/ABILITIES Knowledge of general administrative practices and procedures. Knowledge of proper business communications. Knowledge of modern office equipment, practices, and procedures. Skilled in computer operations and pertinent software applications, i.e., Adobe, Microsoft Office suite of products, Excel, Outlook. Must possess a high level of customer service knowledge. Must possess good organizational skills. Must possess good interpersonal and communication skills. Must be able to work as part of a team and foster a positive work environment. Ability to work in a fast-paced environment with the ability to juggle multiple tasks and demands. Ability to handle sensitive situations with poise, tact, and diplomacy. Ability to prepare Homeowners Associations financial statements and submit required documentation in preparation of Homeowners Associations annual audits. Ability to communicate effectively, both verbally and written. Ability to exercise good judgment and to make independent decisions in accordance with established department policies and procedures. Ability to successfully read, analyze, and interpret general business periodicals, professional journals, financial reports, and/or legal documents. ACCOUNTANT III ESSENTIAL FUNCTIONS 1. Assist in all accounting and finance requirements, including but not limited to general ledger accounting, maintenance, financial preparation, and reporting for Homeowners Associations (HOAs). 2. Prepare Annual Homeowners Associations (HOA) budgets, periodic budget amendments, regular monitoring of actual cost performance against budget, and timely reporting of results and deviations. Uploads approved/adopted budgets to accounting software. 3. Interact with and at times directs various accounting and other staff members who provide input in general and subsidiary ledgers, budgetary files, and revenue/ expenditure accounts for all funds. 4. Assist in the design and development of accounting controls, systems, forms, and procedures to promote more effective and efficient operations. 5. Compile Homeowners Associations (HOA) financial statements and perform other general accounting operations. 6. Utilize current financial accounting software and Microsoft Office to maintain the general ledger and related subsidiary accounts for assigned functions and funds. · Create, review, analyze, and posts entries, as applicable. · Prepare monthly reports and financial statements for Homeowners Associations (HOAs). · Post outstanding AR adjustments. · Perform AR to GL Reconciliation. · Post Month End closing adjustments. · Post Fine/Interest Income. · Post recurring Journal Entries. · Post accruals. · Review Bad Debt analysis report. · Manage Operating and Reserve accounts and cash balances for all HOA accounts, and Maintenance Free Neighborhoods (MFNs) within HOAs. · Create and manage check requests for HOAs. · Perform rental accounts reconciliation and process HOA refund check requests. · Collect relevant data, analyze, and solve complex accounting issues using pronouncement recognized as appropriate governmental guidance. 7. Prepare and distribute Financial Packages to HOA and Board members before Board meetings. 8. Present financial data at monthly HOA meetings. 9. Perform monthly expenditure reconciliations based on approved allocation methodologies. 10. Prepare cash flow analysis and cash flow projections for all Homeowners Associations (HOAs). 11. Invest in approved financial institutions in various Certificate of Deposits (CDs) excess cash with short-term maturities. Maintain log of current CDs and their maturity by HOAs and MFNs. Update investment schedules. 12. Perform monthly bank statement reconciliations in a timely manner for all operating and reserve HOA accounts. 13. Assist in audit coordination and provide information to external auditors in the preparation of fiscal year-end. 14. Upload to portal 1099s or prepare and mail in accordance with updated guidelines. 15. Review MFNs asset replacement schedule and update as agreed upon with committee members and chair. 16. Assist with HOA vendor directory updates. 17. Assist with cross-training and backup provisions identified for all positions. 18. Assist as a backup for bank deposits, payables, lock box posting, credit card and cash deposits. 19. Responsible for professional and courteous working relationships with all IDA employees, District Supervisors, and HOA Directors. 20. Responsible for prompt, accurate, and courteous service to all customers and other outside agencies or vendors. 21. Perform all other duties as assigned or needed. ACCOUNTANT III SUPERVISORY RESPONSIBILITY No supervisory responsibility for this position. ACCOUNTANT III WORKING CONDITIONS Work is conducted primarily in an office environment, located at Town Hall, 8175 Lakewood Ranch Blvd, Lakewood Ranch, FL 34202. There are occasional trips to other facilities within Lakewood Ranch, at which conditions may vary. This position frequently requires working within strict deadlines. Typically sitting at a desk. Lifting up to 25 lbs. ACCOUNTANT III WORKING HOURS Normal working hours are 7:00 am to 6:00 pm, 40 hours per week, Monday through Thursday.
